Staff recommends that the City Council adopt the two above entitled resolutions. The first resolution will (1) authorize the City Manager to execute the First Amendment of Predevelopment Loan Agreement with Resources For Community Development (“RCD”) increasing the loan amount by $1,500,000 to $3,500,000, for the development of an affordable multifamily rental housing development at 3600 San Pablo Avenue; (2) appropriate the funds for the loan; and (3) allocate a portion of the City’s Article 34 authority for the affordable units to be constructed as part of the project. The second resolution will authorize the City Manager to execute the AHSC Implementation and Mutual Indemnity Agreement with RCD to support RCD’s application for the Affordable Housing and Sustainable Communities (“AHSC”) Program funding for the affordable housing project and pedestrian and bicycle improvements associated with the 40^th Street and San Pablo Avenue Bus Hub Project.
