Staff recommends that the City Council adopt the attached resolution authorizing the City Manager to execute a Project Funding Agreement with the Alameda County Transportation Commission for $500,000 per year, for a total of $1 million, for fiscal years 2019-20 and 2020-21, for the General Benefit portion of operating costs of the Emery Go-Round.  The agreement requires a match, for which the City intends to use the Property and Business Improvement District revenues, of $3,668,000 per fiscal year for a total match of $7,336,000.
